The Brand Buyer's Guide to UGC Agencies (Plus 11 Best UGC Agencies in 2026)
We compared 11 UGC agencies and services on rights, turnaround and price. Seven publish prices. Four publish no rights terms. Find your fit.

Seven of the 10 agencies and services we compared against Cohley publish a price.
Four publish no usage-rights terms for clients: MuteSix, Voy Media, Lemonlight and Spark UGC. The rest range from perpetual licenses to an outright assignment. The price gets you the content. The rights terms decide whether you can still run it in month 13.
The agency question has also changed. Brands used to choose between doing it themselves on a platform and paying an agency to do it for them.
Now there's a third option: a managed platform, where a vendor's team runs the program on its own software.
The short answer. For brand-safe UGC, video and photography every month across TikTok, Meta ads, ecommerce and retail, Cohley Managed Services. For one agency that makes the creative and buys the media, inBeat, MuteSix or Voy Media. For a small batch of edited paid-social video at a known price, UGC SHOP. For paid-social creative on a monthly plan, Spark UGC. For micro-influencer content that also posts organically, minisocial. For studio product video rather than UGC, Lemonlight or Soona. To run a marketplace yourself with a managed option on call, Billo or Insense.
Cohley is ours, so it's listed first, and we say where it isn't the fit. The other 10 are laid out so you can choose without a sales call.
TL;DR
- Published prices run from $89 a video on soona UGC to $12,400 for a fixed UGC SHOP package. Clutch lists $25,000 and $50,000 minimums for MuteSix and inBeat.
- Rights terms range from perpetual licenses (Insense, Soona) to an outright assignment (Billo, UGC SHOP), and four of the 10 publish no rights terms. Ad codes on creator handles often expire after 30 days, as at Insense and Billo.
- Turnaround runs from about a week (Billo, Soona) to 4 to 7 weeks for curated and animated video at Lemonlight.
- Agencies fit a small, curated batch. Platforms fit volume with your own team. Managed platforms fit volume without adding headcount.
What is a UGC agency?
A UGC agency runs creator content for a brand: it finds and vets creators, writes the brief, manages revisions and delivery, secures usage rights and often reports on results. The output is photos, videos and reviews, mostly for social media and paid social. Some agencies cast from a small, curated roster. Others cast wider, and some buy the media too.
What should you look for in a UGC agency?
Check these five things before you sign:
- Creator sourcing. How the agency finds creators and vets them for fit with your brand.
- Creative direction. Who writes the briefs and guidelines, and how they reflect your priorities.
- Creator management. Who handles communication, revisions and delivery.
- Reporting. What the agency tells you about return on spend.
- Usage rights. How long you can use the content, in which channels, and whether ad permissions expire.
When is an agency the right call?
An agency fits when you want to hand off content management, value hands-on creative direction, and need a small batch of high-quality UGC. It fits less well when you want a broader creator pool than one agency has, need content across channels outside its specialty, or need high volume every month. That last case is the one most brands grow into.
UGC agency vs. UGC platform: which do you need?
A UGC platform gives you the creators, the workflow and the rights, and your team runs it. A UGC agency runs it for you and charges for the people, usually as retainers, project fees or per-video packages.

How do the best UGC agencies compare?
The 11 options split into four models: managed agencies and services, hybrids that pair a marketplace with a managed tier, production companies, and Cohley's managed platform. This table compares them side by side.

How we compared them
We compared each option on seven things: model, content types, creator network and vetting, turnaround, usage rights, work with other agencies, and pricing. Facts come from each vendor's own pages as of October 2026. Where a vendor publishes no price or term, we say so rather than guess. Cohley is listed first because it's ours. The other 10 are listed, not ranked.
The 11 best UGC agencies in 2026
1. Cohley Managed Services
Cohley Managed Services is the enterprise alternative to hiring a UGC agency. Cohley's team runs your content and influencer Briefs on Cohley's own platform, for brands and agencies, with a dedicated customer success manager. Content covers UGC video and photos, professional photography and video, influencer posts and reviews, for TikTok, Meta ads, ecommerce and retail.
Managed Services includes everything in the Platform plan, plus campaign strategy and ideation, budgeting and deliverables, creator recruiting, contracting and payments, live creator briefing calls, customized campaign analysis, and full management of creator relationships (plans). Delivery dates aren't published, so ask for one up front.
Vetting happens twice. Creators are screened before they join the network, then you approve the creators recruited for your Brief. Disclosure requirements go into the Brief, and AI Asset Analysis checks each submission against the requirements you set. Finn, Cohley's AI agent for creator content operations, works alongside the team. Agencies can run the same model across client brands (Cohley for agencies).
The results show up in the channels the content was made for. Rack Room Shoes got 1,000+ on-brand UGC photos and videos plus 130+ creator posts, and saw 59% more reach and 110% more engagement on Instagram than with its studio assets. Rhone used Cohley creator content to scale ad testing from 10 to 15 tests a week to 50 a day, with a 3 to 4x ROAS increase over its internal content (Rhone case study).
Every plan includes perpetual content rights (plans). Cohley holds SOC 2 Type II.
Good for: enterprise consumer brands and agencies that want a strategic partner and a steady stream of UGC, video and photography across TikTok, Meta ads, ecommerce and retail.
Not a fit for: small brands with one-off needs. For a small, curated batch of videos for one launch, UGC SHOP or Billo fit better, and hero brand films are Lemonlight's lane.
Pricing: custom-quoted, without agency retainers, with an optional 3-month paid pilot (plans).

2. inBeat
inBeat is a fully managed creator and performance agency with offices in Montreal, New York and Los Angeles. It produces UGC video with script and hook writing, modular assets for testing, licensed photo and video, and whitelisting and Spark Ads, and it runs paid social for brands from local businesses to enterprises. Creators apply to a vetted network, and inBeat casts them on audience demographics, content style, brand fit and campaign goals.
The Content Factory promises content within two weeks. Usage rights and whitelisting are included, with licensing terms set before production. Proof points include 1,000+ UGC assets for Native (P&G) at 200% of the content target and a 65% cut in cost per acquisition for Hurom. Its white-label service makes creator content for other agencies' clients at flat pricing.
Good for: paid-social teams that want UGC video and the media buying from one agency, and agencies that want a white-label partner for creator content.
Not a fit for: brands under the $50,000 minimum Clutch lists, or anyone who wants to pick creators from a marketplace. Its case studies page cites 250+ creators across 19 countries, and no rights term is published.
Pricing: custom-quoted (inBeat UGC agency, Content Factory). Clutch lists a $50,000+ minimum project and $150 to $199 an hour.

3. Spark UGC
Spark UGC is a London-based creative performance studio. It makes UGC video and static ads for Meta and TikTok, for DTC brands and as an on-demand production partner for agencies. It writes the research and scripts, shoots with multiple hooks, cuts for performance and now offers AI avatars. Its vetted network numbers 1,000+ creators matched to your brand, and you approve concepts before production.
Spark quotes brief to ads in 21 days on its process page and 3 to 6 week delivery on its pricing page. It publishes no usage-rights term for its own clients. Its founder's usage-rights checklist recommends brands negotiate a baseline with creators of 12 months of worldwide paid-media rights on Meta and TikTok, raws included, a renewal option and a 90-day whitelisting window. Proof is aggregate: 5,000+ ads made, $55M+ spent on its creatives and an 8.7x average return on ad spend, with logos including Bark, Manchester United and the NFL.
Good for: DTC brands and agencies that want a steady flow of paid-social creative from a UK team without a long-term contract.
Not a fit for: brands that want influencer collaborations, gifting or affiliate programs, which Spark doesn't arrange, or media buying. The UK team says it isn't the hire for on-site US shoots or same-day revisions on Pacific time, and it publishes no client rights term, so get one in writing.
Pricing: from £3,000 a month, with plans averaging £3,000 to £50,000 a month and no long-term contracts (Spark UGC pricing). Per-video prices aren't published.

4. MuteSix
MuteSix is a Los Angeles performance-marketing agency founded in 2014, with an in-house creative studio, StudioSix. Lunar Solar Group has owned it since October 2024, after five years under Dentsu. It runs paid media across Meta, TikTok, Snapchat, Pinterest, Amazon, Walmart, Target, Google and YouTube, and sells content packages alongside.
The UGC packages are tiered by deliverables: Starter with two, Standard with eight and Full with 18. Edit-only, content-plus-edit and bespoke productions with hired talent sit alongside, and a production-only package serves brands that don't buy media from MuteSix. Footage comes from sourced contributors and brand-aligned creators. Proof runs through its media results, such as an 884% revenue increase for BootBuddy.
Good for: DTC brands that want a full-funnel media agency and packaged UGC-style creative from the same team, including Amazon and Walmart.
Not a fit for: brands that want creator-sourced UGC without hired talent, published turnaround or rights, or budgets under the $25,000 minimum Clutch lists. Its content page publishes no network size, vetting or approval process.
Pricing: custom-quoted, on a deliverable or hourly retainer basis (MuteSix content packages). Clutch lists a $25,000+ minimum.

6. Voy Media
Voy Media is a New York performance agency that runs paid social for ecommerce and DTC brands and makes the creative in-house. Its Creative Studio lists ad video design and custom photoshoots, copywriting, graphic design and illustration, video editing, video production, user-generated content, and product and lifestyle photography. UGC here supports the media plan: Voy buys the media on Meta, TikTok and Snapchat and produces the UGC ads it runs.
Its case studies are media results. Cernucci's Snapchat campaign with influencer and UGC ads returned an 8.58 ROAS on $96K of spend in 2020, and Quick Zip Sheets held a 5+ ROAS for almost a year.
Good for: brands that want one agency to buy the media on Meta, TikTok and Snapchat and produce the UGC ads it runs.
Not a fit for: brands that only want content, want to pick creators, or need published turnaround and rights terms. The Creative Studio page publishes no creator network size, vetting process, delivery time, usage-rights terms, or Spark or Partnership Ads workflow.
Pricing: custom-quoted, with no prices published (Voy Media). Clutch lists a $5,000+ minimum.

7. Lemonlight
Lemonlight is a video production company rather than a UGC agency. It runs vetted local crews across 80+ markets and a studio in Los Angeles. Clients are mid-market and enterprise brands, agencies and 350+ Amazon retailers, and it's a certified Amazon Ads partner. Content spans product, doc-style, scripted, animated, studio and AI video, with vertical and square cutdowns and hook-first openings.
UGC appears as a framework that pairs creators with production guidance, not a priced service. Curated and animated videos are typically completed within 4 to 7 weeks, and AI video in about 3 weeks. Agency partners get priority timelines, quick bid turnarounds and a-la-carte pricing. Clients range from EGAMI Group to Yogibo, with logos including Disney, Google and Lego.
Good for: brands that need studio or doc-style product video, Amazon and CTV video, and brand photography, with an agency partner program.
Not a fit for: brands that want creator-made UGC at marketplace prices, or in days rather than weeks. There's no creator-led UGC product, no UGC pricing and no published usage-rights terms.
Pricing: not published per style; Lemonlight's pricing page now returns a 404. Its AI video page lists a $3,500 package for testing AI video or single campaigns.

8. Billo
Billo isn't an agency, but buyers compare its marketplace with UGC agencies, and its managed service from $2,000 a month puts it in the comparison. The core is a self-serve marketplace of 5,000+ vetted creators in the US, Canada and the UK, who make video ads for TikTok, Meta and YouTube, with four photos per video. Creators apply to your brief, you pick them and ship product, and every upload passes an internal quality check.
Billo says most videos arrive within a week of the creator receiving the product, with the whole process taking up to two weeks. Rights are a full assignment worldwide across paid, owned, earned and shared media, excluding AI alteration of the creator's likeness (Billo terms). Spark and Partnership Ads permissions are a creator-priced 30-day add-on, and CreativeOps adds AI scripts and ad variations.
Good for: brands and agencies that want low-cost video ads in about a week, briefing and approving themselves or paying for the managed layer.
Not a fit for: brands that need photography at scale, reviews, influencer campaigns or strategy. It makes one video type, allows two edits at most, draws creators from three countries, and pack funds expire after 12 months.
Pricing: prepaid packs valid 12 months. Videos start at $99, and the final price depends on length, format, creator type and extras such as hooks or variations. CreativeOps has a free plan and paid plans from $149/month, and the managed service starts at $2,000/mo (Billo pricing guide).

9. Insense
Insense is a hybrid. A self-service vetted creator marketplace serves 3,500+ DTC brands, mobile apps and agencies, and managed services run campaigns for you. It covers UGC photos and video, reviews and testimonials, influencer posts, product seeding and, since June 2026, creator-led CTV ads, for TikTok and Meta. Creators number 115k+ across 57+ countries, onboarded through an education program and verified by a moderation team.
Insense quotes applications within 48 hours and content in 14 days, with up to three revisions. Rights are a perpetual, worldwide digital and CTV license, with 30-day Spark and Partnership Ads authorization by default.
Good for: performance teams and agencies that want UGC and partnership ads for TikTok and Meta, with Insense's team on call to run it.
Not a fit for: brands that want strategy without the managed fee, or one-off content without a paid trial or quarterly commitment. There's no free tier, and quarterly or annual fees are non-refundable per its refund policy.
Pricing: Brand runs from $500/mo billed quarterly or $400/mo annually at a 10% marketplace fee, and Agency from $800/mo quarterly or $640/mo annually at 7% (Insense pricing). Creator fees are extra, from $100 per UGC video. Managed options, including a dedicated platform manager and post-production, are priced on request.

10. Soona
Soona pairs a studio business with a UGC marketplace rather than an agency team. Professional photo and video come from its Denver, Austin and Minneapolis studios, and soona UGC, built from Trend.io, delivers creator video and photos within 7 days of product receipt. It serves ecommerce brands on Amazon, Shopify, TikTok Shop, Walmart and Etsy.
A person reviews every creator application, about 35% are accepted, and brands approve applicants or invite from a talent directory. Rights are an unlimited, worldwide, perpetual license including paid advertising, with Soona keeping copyright unless you buy it out. AI Studio handles scene generation and background removal.
Good for: ecommerce brands that want studio product shots and creator UGC from one account at a published price.
Not a fit for: brands that want an agency to run strategy, influencer campaigns or reviews. Creators on the former Trend network are US-only, and no SOC 2 is published.
Pricing: a $149 Studio Pass per booking, which soona subscribers can waive. Photos are $39 and video clips $93 (studio pricing). soona UGC starts at $89 per video for Level 1 creators, with higher creator levels priced accordingly (UGC pricing).

11. UGC SHOP
UGC SHOP is a done-for-you creator-video agency that sells fixed-price packages for paid social. Casting, creative strategy and fully edited native videos are included, with Partnership Ads authorization from the Growth package up. It claims 30,000+ vetted creators worldwide and 1,000+ brands, with logos including Candy Crush, Bumble, Revolut and Charlotte Tilbury.
UGC SHOP handles casting, and you pre-approve creators and concepts. Delivery runs 7 to 10 business days after creators receive the product, with one free revision per creative. Rights are assigned to the brand, absolute and worldwide for all uses including paid media, once paid, per its terms. Studio product and model shots are a separate service, and it invites agencies to outsource content work with a 10% affiliate commission.
Good for: brands and agencies that want a small batch of edited UGC video for Meta and TikTok ads at a known price, with casting handled for them.
Not a fit for: brands that want to cast creators themselves, need strategy beyond the package, or want reviews and influencer posts. There's one free revision and no published case-study metrics. Its terms call payments non-refundable while its FAQ promises a full refund, so confirm the refund policy before you buy.

Frequently asked questions
- What does a UGC agency do?
A UGC agency sources and vets creators, writes the brief, manages production, revisions and delivery, secures usage rights, and often reports on performance. Some also buy the media, like inBeat, MuteSix and Voy Media. Others stay creative-only, like Spark UGC and UGC SHOP, and hand the finished ads to your team.
- What's the difference between a UGC agency and a UGC platform?
A platform gives you creators, workflow and rights, and your team runs it. An agency runs it for you and charges for the people. Managed platforms such as Cohley sit between the two, with software on the routine work and a team on strategy. Choose by volume and by who on your team has time.
- How much do UGC agencies cost?
It depends on the model. Fixed packages run $850 to $12,400 (UGC SHOP) and from $3,000 for 10 creators (minisocial). Studios start around £3,000 a month (Spark UGC), and Clutch lists $25,000 and $50,000 minimums for MuteSix and inBeat. Marketplace video starts at $89 (soona UGC) or $99 (Billo). Cohley is custom-quoted.
- Who owns the content a UGC agency makes?
It depends on the contract, so read it before you sign. Billo and UGC SHOP assign rights outright, and minisocial licenses content with no stated expiry. [LEGAL HOLD] Cohley includes perpetual content rights on every plan. Spark UGC, Voy Media, MuteSix and Lemonlight publish no client rights terms.
- How long does a UGC agency take to deliver?
Marketplace video can arrive in about a week after creators receive product, on Billo and soona UGC. UGC SHOP quotes 7 to 10 business days. Managed campaigns run longer, 4 to 6 weeks at minisocial. Curated and animated video at Lemonlight takes 4 to 7 weeks, and its AI video about 3 weeks.
- Do UGC agencies run the ads too?
Some do. inBeat, MuteSix and Voy Media buy media on Meta, TikTok and other channels and produce the ads they run. Most others deliver the content and, at most, a code to run ads from the creator's handle. Those codes often expire after 30 days, as at Insense and Billo, so check the term before you build a campaign.
- What should you ask a UGC agency before signing?
Ask five things. How long can you use the content, and in which channels? How long do ad codes last? How many revisions are included? Who picks the creators, and can you veto them? What's the refund policy? Four agencies on this list publish no rights terms, so get answers in writing.
